The key to cleaning the Philippines is the NBI. Like you said, we need evidence and like the bad guys (Pichay, Nograles, etc) said, impeachment will not be considered because of the lack of substantial evidence. Well, let’s give them damning evidence.

Why the NBI? It is the national body for investigating threats to the national interest. But why is it spending so much time on pirated CDs and smuggling instead of investigating corrupt public officials? It’s because the people manning the bureau are under the payroll of those who corrupt. So, I suggest, cleaning the whole NBI so that profesesional investigation and evidence-gathering can begin on those fat bastards.

If the Garci Tapes had a video version, things in the Philippines would have been different after 2004. Video evidence is the best evidence. We also need to recognize finger prints as evidence.
